Sanmugam A Prathapar is a water management consultant, currently advising Asian Development Bank (ADB) Projects in India, Nepal, Pakistan, and Papua New Guinea. Previously, he served the ADB, the New South Wales Department of Primary Industries (Water) in Australia, the International Water Management Institute in Pakistan, India, and Sri Lanka, the Sultan Qaboos University in Oman, and CSIRO Australia.

Prathapar specialises in technical and governance aspects of irrigation and groundwater in Australia and Asia. He has published over 225 scientific papers and book chapters. He holds a BSc Honours in Agronomy from the University of Sri Lanka (1978), and a MSc in Irrigation (1982) and a PhD in Groundwater (1986) from the Texas A&M University, USA.
