Call for Proposals: Providing technical assistance to Vietnam on national water resources planning

The Australian Water Partnership (AWP) is seeking to appoint suitably qualified and experienced water resources and river basin planning experts to support the Government of Vietnam (GoV) in developing a National Water Resources Plan and Integrated River Basin Plans under the Australia-Mekong Water Facility.

Activity Background

Vietnam’s Department of Water Resources Management (DWRM) is currently developing a National Water Resources Plan for the 2021–2030 period (with a vision to 2050), as well as Integrated River Basin Plans. The National Water Resources Plan covers the whole range of river basins on Vietnam’s mainland, as well as some islands, and provides the direction for regional and river basin planning.

DWRM sits within Vietnam’s Ministry of Natural Resources and Environment (MONRE). Australia has a strong history of cooperation with MONRE, including supporting the strengthening of water resource management, planning and capacity development. As the process of developing a National Water Resources Plan is new for MONRE, learning and guidance from other countries such as Australia is welcomed.

Activity Description

This activity will see Australian and Vietnamese experts work collaboratively with MONRE-DWRM and the consultants appointed by GoV to provide technical backstopping and support technical experts within DWRM to develop a national water resources plan, as well as support river basin planning. GoV is providing resources to MONRE (staff, office space, data, etc.) for the planning to be completed by 2022 and will facilitate the consultation process.

Submissions should be made via the online form, noting any requirements in the eligibility/selection criteria above. The formation of partner consortiums is encouraged.

Note, please do not use the AWP Tender Submission Template provided on the online form. Instead, this proposal should use the AMWF Proposal template, and should include a description of the relevant experience of the partner/s, as well as proposed daily remuneration rates based on the AWP Partners Remuneration Framework. Proposals should be a maximum of ten pages, plus annexes for Curriculum Vitae (CV). Appendices and CVs should be included within your application document (max 1 file upload allowed).
