Downstream water challenges and a variable climate

Almost 100 million people reside in Vietnam, which is widely known for its many beaches and rivers. But with more than 60% of Vietnam’s total yearly surface water discharge generated outside the country, Vietnam is heavily impacted by water resource management decisions made in upstream countries. 

While Vietnam’s total surface water discharge is high, it varies greatly between river basins and is significantly different between wet and dry seasons. The uneven distribution of rainfall results in frequent water shortages throughout the country, compounding existing competition for water between different sectors.

In addition to an increase in conflicts over access to water, a lack of infrastructure and financial capacity means that there is actually relatively low utilisation of available water supply. Efficient infrastructure and effective institutions are high priorities for Vietnam as it works to ensure safe, secure and sustainable water systems for all.

AWP’s water support to Vietnam

AWP works across multiple areas of water management in Vietnam, and includes support to the development and implementation of legislation, river basin management, modernisation of irrigation systems, and urban water management through twinning with utilities and engagement with businesses. Some examples of the types of activities that AWP has supported in Vietnam are below. 

AWP has several years of cooperation with the Asia Development Bank and the Ministry of Agriculture and Rural Development to support the Water Efficiency Improvement in Drought Affected Provinces (WEIDAP) program. Partners have shared experience on the planning, design and implementation of irrigation modernisation. There is also a dialogue on pathways for equitable water pricing within irrigation systems. 

With the Ministry of Natural Resources and Environment, AWP is supporting cooperation between Vietnamese and Australian experts on inputs on the Amendment of the Law on Water resources, National Water resources planning, river basin planning, developing river basin organisation and guidance for implementation of environmental flows.

Recent activities to promote inclusion in the water sector have engaged people with disabilities and young water professionals in research and outreach activities.
