Submission Deadline: Friday 14 May 2021, 5.30pm (AEST)
The Australian Water Partnership (AWP) is seeking Australian Partner/s to provide technical support to the Department of Water Resources (DWR) and the Ministry of Natural Resources and Environment (MONRE) of Lao People’s Democratic Republic (PDR) for the formulation of two ministerial agreements. These are focused on water quality and wastewater discharge and on water resource protection zone management.
Activity Background
Lao PDR’s Water and Water Resources Law 2017 provides new provisions on water rights and use, including wastewater discharge permits, wetlands and water-resources protection, groundwater management, and river basin management. Despite the existing legislation on water resource management, there are gaps in the understanding and application of the regulations for effective and integrated water resource management (IWRM), which also reflect the ongoing socio-economic development the country is undergoing.
MONRE is entrusted with leading and facilitating reform in how water resources are used and managed. To fulfil this mandate, DWR is developing and implementing water resource legislations, decrees, and regulations. DWR has requested Australian technical support in the development of two ministerial agreements on: 1) water quality and wastewater discharge, and 2) water resource protection zone management.
Activity Description
The Australian Partner/s selected will work closely with DWR to:
- Develop a workplan for the development of the proposed ministerial agreements.
- Review relevant data sets, reports, strategies, and draft ministerial agreements.
- Support the development of the ministerial agreements based on practical and pragmatic lessons learned and experience from both Lao PDR and Australia.
- Provide guidance on consultations across a wide range of agencies and related stakeholders to gather feedback on the draft legislation.
- Provide recommendations for dissemination and implementation of the ministerial agreements.
The Australian Partner/s selected will also be required to engage a Lao water quality and/or water resource protection specialist/s for this activity. The Lao specialist/s will be a key focal point for liaising between the Australian Partner and DWR.
