Call for EOIs – AWP Technical Advisory Panel

The Australian Water Partnership invites expressions of interest to establish a Technical Advisory Panel (TAP) for Phase 3. The TAP has been established to enhance the technical quality of AWP activities and documentation such as AWP publications, and will consist of technical experts providing independent assessments of AWP activities and supporting both AWP and DFAT as needed.

While not part of AWP’s formal governance structure—which includes a Steering Committee and three Regional Working Groups—the TAP can be accessed by any part of this governance framework.

The TAP will review and assess terms of reference, proposals, work plans, and reports; offer guidance to ensure alignment with AWP and DFAT priorities; contribute to monitoring, evaluation, and learning activities; and ensure the quality and effectiveness of AWP initiatives through comprehensive reviews and actionable feedback.

Access the full Terms of Reference and Partner Remuneration Framework for further information and details of how to apply.

Applications are due by 5:30pm AEDT on 18 December 2024.

For any questions please contact Shreya Gyawali by 5:00pm AEDT on 11 December 2024.

FAQ

Yes, as long as the applicant also has an understanding of the Southeast Asia, South Asia, and the Pacific region.

  1. Would joining the TAP preclude AWP partner organisations from applying for grants and other AWP opportunities as it would be a conflict of interest?
  2. If successful, does the appointment prevent the advisor/expert from responding to tenders/RFQs (obviously by declaring the intention and the conflict of interest)?
  3. I am one of your partners; does this prevent me from applying?

Answer: Individuals, not organisations, will be recruited as TAP members.  Individuals working with AWP partner organisations are eligible to apply in their own capacity. Potential conflicts of interest will be managed through disclosures and confidentiality requirements for TAP members. Where there is a possible conflict of interest for a specific activity, individual TAP members will not be engaged for that activity.

The remuneration framework is linked in the news item above and available here.

Time commitments are dependent on the number of proposals (or other documentation) requiring review. A single proposal can typically take around 3 hours (including the provision of review documentation) and can vary depending on the length and complexity. AWP will determine what expertise is required for a review and will then invite individual TAP members to undertake the review. Not all TAP members will be involved in every review. TAP members are welcome to decline to undertake a specific review if they are unavailable at that time. TAP members are typically asked to complete reviews in 1 – 2 weeks.

Please see the above regarding time commitments. Under AWP’s earlier Expert Review Panel which served a similar function to the TAP, the majority of members also held full-time positions.

AWP is happy to receive an EOI from DFAT advisors, noting that they would need to follow conflict of interest processes relating to any activities relevant to the individual’s current advisory role. The individual would also need to provide evidence that DFAT has also agreed to them being on the TAP.

Yes, the role is open to people in any country.

TAP membership is initially for a 12-month period, noting that not all TAP members will be involved in every review.

TAP members will have demonstrated high level skills and experience identified under Roles and Responsibilities, as well as experience in at least one of the water and climate sector domains mentioned in the Structure and Composition section. The cover letter should address all the capability requirements outlines in the Terms of Reference.

Technical Advisory Panel (TAP) members will be required to have sufficient experience in at least one of the discipline areas listed in the Terms of Reference such that they can undertake reviews of proposals and other AWP documentation. Whilst all levels are eligible to apply, priority will be given to candidates who demonstrate that they have sufficient experience to meet the criteria outlined in the Terms of Reference.
