Call for Proposals: Supporting the development of an Integrated River Basin Management Plan for the Nam Xam basin, Lao PDR

Submission Deadline: Friday 4 June 2021, 5.30pm (AEST)

The Australian Water Partnership (AWP) is seeking Australian Partner/s to provide technical support to the Department of Water Resources (DWR) under the Ministry of Natural Resources and Environment (MONRE) of Lao People’s Democratic Republic (PDR) in developing a comprehensive river basin management plan for the Nam Xam river basin.

Activity Background

Lao PDR’s Water and Water Resources Law 2017 gives MONRE the mandate for sustainable development and management of water resources. In collaboration with other Ministries, MONRE leads the establishment of integrated river basin planning and management processes in priority river basins. Lao PDR has prioritised 10 out of 62 river basins countrywide for river basin management planning. One of these is the Nam Xam river basin, in the Northeast of Lao, which is undergoing rapid development such as hydropower, mining, tourism, irrigation, and industrial factories. DWR requested Australia’s assistance in developing a river basin management plan for the Nam Xam, which was chosen as there is limited work being carried out in the basin and it does not overlap with support from other development partners in other river basins.

Activity Description

The Australian Partner/s selected will work closely with DWR to:

  • Develop a workplan for activity implementation.
  • Identify and review existing relevant policy, law, strategies, and regulations in the Lao water sector.
  • Develop a framework for river basin planning and implementation to be applied in the Nam Xam river basin.
  • Support inclusive stakeholder engagement.
  • Assess and collate information on the current status and trends in water resources in the Nam Xam basin.
  • Develop the integrated Nam Xam river basin management plan.
  • Provide capacity development opportunities.

The Australian Partner/s selected will also be required to engage an integrated water resources management (IWRM) specialist/s from Lao PDR for this activity. The Lao specialist/s will be a key focal point for liaising between the Australian Partner and the DWR River Planning Division. This activity will be funded through the Australia-Mekong Water Facility.
