The Australian Water Partnership (AWP) is seeking a partner consortium to design and undertake a program of activities with the International Centre for Integrated Mountain Development (ICIMOD), that will contribute to elevating river basin governance and cooperation in the Hindu Kush Himalaya (HKH) region.
Activity Background
The AWP, Australian Government Department of Foreign Affairs and Trade (DFAT) and ICIMOD signed a Memorandum of Understanding (MoU) in April 2019 agreeing to strengthen cooperation in the HKH region and downstream river basins supporting around two billion people.
ICIMOD is a regional knowledge development and learning centre serving the eight regional member countries of the HKH – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. These eight countries comprise some of the riparian states of ten major river basins with their headwaters originating in the HKH region.
Activity Description
The purpose of this activity is to design and undertake a program of activities that will contribute to elevating river basin governance and cooperation in the HKH region. The ten river basins of the region are all managed in different ways and there is a wealth of experience and knowledge that can be shared both across the broader region, and between the region and Australia. In addition, there are many opportunities to enhance current practices to ensure the basins and HKH region as a whole can respond to threat drivers that may impact on the sustainable development of the riparian countries in the region.
The scope of work is guided by the questions in the associated Terms of Reference (ToR) and is largely envisaged to be conducted remotely with targeted stakeholder engagement in the region as needed. Mechanisms for engagement with riparian governments will be in conjunction with ICIMOD, AWP and DFAT; and should be included in the proposal design (including options for remote engagement due to COVID-19 restrictions).
Further description of the Activity is outlined in the ToR provided in Annex A.
