Call for Proposals: Secondment and technical support to SPC in hydrology

Submission Deadline: Wednesday 2 June 2021, 5.30pm (AEST)

The Australian Water Partnership (AWP) is seeking Australian Partner/s to provide assistance and expertise in surface water hydrology in the Pacific, with a focus on flash flooding. A surface water hydrologist will be seconded to the Secretariat of the Pacific Community (SPC), mentored from Australia, and supported by a local hydrologist to develop and trial a flash flood early-warning system (EWS) in two priority catchments across Pacific Island Countries (PICs).

Activity Background

The SPC is recognised throughout the Pacific as a mandated technical regional organisation for water and sanitation, including flood hydrology and disaster risk reduction. Flooding is one of the region’s most damaging hydrometeorological disasters resulting in significant human and economic losses annually. Regional support for national hydrological services is currently not being provided in any systematic or standardised approach across the region. Effective hydrological support requires a deep understanding of the existing capacity and identification of specific needs, and it is best realised through a sustained program of support. The AWP is partnering with SPC who has an established and successful record of sustained technical support, an understanding of Pacific capabilities and needs, and strong relationship with PICs. This will maximise the potential for a successful investment, extending the reach of the project intervention regionally and creating opportunities for well-targeted investments into the future.

Activity Description

The Australian Partner/s selected will be required to mobilise a surface water hydrologist to SPC in Suva, Fiji for up to 18 months. The seconded hydrologist will provide regional support in surface water hydrology generally, and specifically in developing and trialling a flash flood EWS in two priority catchments. The surface water hydrologist will be supported by a senior hydrologist/flood risk specialist and a GIS/remote sensing expert in Australia.

The main objectives of the support will be to assess and review at-risk and priority catchments across PICs while considering existing infrastructure, operations, and institutional capacity to support and maintain hydrological services with a focus on flash flood EWS in selected catchments. Up to two sites will be chosen from the prioritised regional assessment to pilot the flash-flood EWS methodology and technology to supplement existing infrastructure with affordable and sustainable approaches, relevant to social and physical environments in the Pacific.

The long-term hydrology support will allow sufficient time to develop an in-depth understanding of the needs and capacities in hydrology of PICs and to develop a targeted and relevant investment plan aligned and sympathetic to country and regional needs, from which to leverage additional investments of targeted hydrological support into the region.

The surface water hydrologist will be required to relocate to Suva from Australia. Due to COVID-19 travel restrictions, the approach/methodology should include a focus on virtual technology to start the activity and may require virtual support from Australia until travel to Fiji is available.
