EOI Submission deadline: 31st December 2018
The Central Water Commission (CWC), Ministry of Water Resources (MoWR), River Development and Ganga Rejuvenation (MoWR RD&GR), Government of India has invited expressions of interest from Indian academic institutions to carry out Integrated Water Resource Management (IWRM) studies for two river basins – Mahi and Subarnarekha.
Mahi River Basin: Catchment Area 39556 Sq. Km (Basin States – Gujarat, Rajasthan and Madhya Pradesh)
Subarnarekha River Basin: 29196 Sq. Km (Basin States – Jharkhand, West Bengal and Odisha)
Please note: Indian Institutes may associate with other firms/consultants to meet the necessary qualification criteria or enhance their capability.
Scope of work:
The objective of the consultancy is to equip MoWR, RD&GR, CWC, Central Ground Water Board (CGWB) and States with a decision support platform with online interactive display of dynamic water accounting in a basin and inter-sectoral water allocation and operation system for reservoirs. This will be achieved through the development and application of appropriate spatiotemporal knowledge-bases, analytical tools, structured stakeholder consultation processes and institutional capacity building. The assessment and planning would cover the Mahi and Subarnarekha River Basins.
Objectives:
- Identify and understand key water management issues, related management objectives and capacity building needs through a stakeholder consultation process.
- Preparation of a ‘Status of the River Basin’ Report
- Synthesizing states’ vision/developmental plans in all sectors of water uses
- Create Water Resources Information and Knowledge System for the basin and its integration with India WRIS, National Water Informatics Centre (NWIC), etc.
- Identification of data needs and review of data availability for all sectors.
- Extracting information from India-WRIS and other data sources and supplementing them, wherever necessary
- Development of Remote Sensing and GIS-based data layers, databases and digital elevation models.
- Development of WRIS including the development of appropriate applications and assistance in setting up of modelling centres at appropriate locations in the basin.
- Review and suggest appropriate changes in institutional, policy, regulatory, and legal setup in the basin
- Development, optimisation and customisation of modelling tools, decision support systems and web-based dashboard for display of results for the basin
- IWRM Plan for the basin
- Evolution of river basin master plans through the integration of hydro-meteorological information, water demand, water quality, surface-groundwater interaction, and river basin models ensuring equitable and efficient utilisation of water in the basin.
- Undertaking different scenario analyses for various combinations of demand projection, water resources infrastructure development, various management strategies, inter- and intra-basin water transfers, possible climate change scenarios, etc., for various timeframes (2025, 2050, etc.)
- Training, capacity building and dissemination to stakeholders
- Maintenance and updating of models
- Project management and coordination of project activities.
Duration of the Study: 4 years (study period for 3 years plus warranty/maintenance phase of 1 year).
Eligibility Criteria:
- The consultant/s must have relevant experience in at least 4 out of 8 key areas:
- Collection and compilation and its validation;
- Surface water modelling (rainfall-runoff modelling);
- Groundwater modelling;
- Surface water & groundwater interaction;
- Water quality modelling;
- Development of decision support system;
- Demand, supply and allocation; and
- Scenario modelling (copy of the Certificate of Incorporation or Memorandum of Association).
- Organisation set-up, structure and availability of key professionals (team leader, hydrologist, hydraulic modeller, GIS expert, database management specialist, etc.) of required qualification with the Institute, i.e. technical team and expertise available within the organisation
- The consultant/s must have carried out the work of IWRM/basin planning studies for the basin(s)/sub-basin(s) for an area of at least 10,000 sq.km. encompassing the key components of IWRM studies mentioned at Objective 1.
- In the case of Joint Venture (JV) / sub-consultant, the lead institute should have carried out at least 4 out of the 8 key areas above. The other partner of the JV should have at least 3 years’ experience in hydrology/hydraulic modelling in a river basin.
- The consultant/s must have experience working with governments/state-owned enterprises.
If an organisation meeting the eligibility requirements intends to apply with JV/sub-consultant/s with any private firm for these studies, the private firm should have an average annual turnover (last five financial years) of more than AU$1 million.
