Bruce Hooper

Bruce Hooper & Associates is a sole trader consultancy firm, that is, Dr Bruce Hooper, an international water policy advisor, is the Director and sole consultant. He provides high level, strategic and targeted analysis and advice in water resources governance, with 35 years’ experience in natural resources management in USA, Australia, Southeast Asia (Mekong Basin), India (Andhra Pradesh, Orissa, Maharasthra, New Delhi) and with east and southern African river basin organisations. He was previously Associate Professor of Geography at Southern Illinois University, Senior Research Fellow at the University of Queensland and in the 1980’s and 1990’s at the Centre for Water Policy Research, University of New England, Australia, where he undertook projects for the Murray Darling Basin Commission. At the Centre he established collaborative water policy dialogues with U.S. western water policy experts in transferability of water entitlements and environmental water allocations. In 1994, he was also a US Universities Council on Water Resources (UCOWR) international mentor and recipient of their meritorious PhD award in social sciences. More recently, in 2005, he advised the US Army Corps of Engineers (Institute of Water Resources, Washington DC) in IWRM basin-level indicators, American watershed organisations (on key performance indicators), America?s Watershed Initiative (on institutional arrangements for a Mississippi Basin organisation), the World Water Council (France & India on IWRM implementation), the Mekong River Commission, several Indian State Governments (as documented below in ‘Products & Services’) and other transboundary river basin organisations. Earlier in his career he was one of the first to develop new governance arrangements for integrated floodplain management and integrated watershed management in Australia. In teams or individually, he has won & led consultancy and research projects worth over $2.5m, funded by UCOWR, the U.S. National Science Foundation, the Asian Development Bank, the World Bank, the former Murray-Darling Basin Commission and the Australian and New South Wales’ Governments. He won the 1997 Australian Government?s (LWA) Travelling Research Fellowship in North American Watershed Management. He is on the Board of the journal, Water Policy, and earlier edited the IWRA journal, Water International. He is a member of the International Water Resources Associations, earlier from his base in Illinois and now from Queensland, Australia. Dr Hooper works with other consultants as associates in small teams to achieve effective policy outcomes through well-written policy products and program outputs.

Projects

  • Mid-term review of the Mekong River Commission’s Strategic Plan 2011-15.
    Captured and integrated the perspectives of four MRC Member Countries at strategic level, Development Partners, the MRC Secretariat and key other stakeholder groups regarding the implementation of the MRC Strategic Plan 2011-2015, supported by desk review of relevant documents; provided specific inputs in reviewing achievements/progress made in IWRM related activities/outputs under the relevant Strategic Plan outcomes; provided an interim and final mid-term review report detailing ways forward for the Mekong River Commission in strategic planning and in facilitating regional consultation.
  • Capacity Development for the MRC Procedures and the Toolbox in the frame of the Mekong IWRM Programme
    Liaised with MRC heads of departments and MRC National Committees to identify capacity constraints/gaps for implementation of the MRC Procedures in the MRCS and in each of the four countries; proposed a long-term strategy for capacity development for the implementation of the procedures and tools for the MRC and an appropriate implementation framework under the Mekong IWRM Programme as the basis for this strategy; prepared an Action Plan for implementation of the Procedures for (1) Notification, Prior Consultation and Agreement, (2) Maintenance of Flows on the Mainstream, and (3) Water Quality
  • TA 7131-IND: Technical Assistance for Institutional Development of Integrated Water Resources Management in Orissa, India. An input into the Orissa Integrated Irrigated Agriculture and Water Management Investment Programme.
    Liaised with Secretary of State Orissa, NGOs and heads of departments to enhance roadmap ownership, participation and implementation; managed national consultants; facilitated dialogues and inputs from Secretary, Project Director, national agency staff and international and national consultants; facilitated interstate visits with Maharashtra Water Resources Regulatory Authority and facilitated peer assessment of its application to Orissa, under national directives for formation of a regulatory authority; synthesized status and gaps of operationalising IWRM; analysed national and international IWRM best practices and recommended appropriate State water planning functions in Orissa including a comprehensive roadmap for implementation
  • Review of the project: Public Participation and Awareness in the Yamuna River Basin: IWRM and Water Quality Perspective
    Reviewed project document and activities on public participation and awareness raising on water quality management; provided steps in improvement of project work plan; outlined elements of the process to apply integrated water resources management using a whole of basin approach and the complex relationships between poverty reduction, water management, watershed development and water quality.
  • Development of Decision Support System (Planning) for Integrated Water Resources Development and Management. Hydrology Project-II.
    Provided project report advice on institutional arrangements for DSS use within State water planning in Maharashtra and application to other Indian States; supported consultations with State and Central Government agencies and reviewed DSS needs at management and policy levels; supported DSS conceptualisation at management and policy levels; reviewed DSS customisation process on basin level; provided advice on refinement of DSS based on stakeholder consultations; supported evaluation of the performance of the DSS Planning tools, obtained stakeholders’ feedback & identified organisational reforms to facilitate implementation.
