EPM Consulting was first formed in early 2000 to deliver high quality, bespoke, strategy, program and governance expertise to a variety of government and private clients. Its Principal, Greg Oliver, brings experienced leadership and program management experience from over 20 years in senior executive management – in utilities, government agencies, R&D (research and development) and consulting.

With a focus on evidenced based analysis, EPM Consulting has highly developed capabilities across the policy cycle, including:

Projects

  • Climate Change Adaptation and Mitigation Reporting
    For the Queensland Department of Environment - Development of a reporting methodology and inaugural report to discuss achievements and outcomes in implementing climate adaptation and strategies and initiatives and the transition to a clean energy economy. A reporting methodology has been developed to align with the department’s new climate change action M&E (monitoring and evaluation) framework.
  • Governance Evaluation of EU Funded WASH Program in Solomon Islands (SI)
    For UNICEF - Review of existing governance arrangements for the DFaT and EU-funded WASH program in the Solomon Islands. For some time UNICEF and UNDP have been concerned that the governance capacity within existing SI agencies is insufficient to plan and execute a national WASH program to lift living standards and achieve the SDGs. A preliminary governance review of the enabling environment functions and processes has been undertaken, including detailed interviews with key stakeholders from across government, aid agencies and NGOs. Further analysis will be undertaken in March – April, with a final workshop and report due by June 2019.
  • Methods for Private Financing Indigenous Programs for Ecosystem Services
    For Desert Support Services Ltd, Perth - Spanning ten deserts and 2.7 million km2 across five state and territory jurisdictions (35% of Australia’s land mass) the 10 Desert Project is implementing indigenous land management programs. Long term private financing and investment methods and options are being investigated to support the delivery of ecosystem service outcomes for biodiversity, and social well-being. An international review of private financing instruments has been completed. Further detailed analysis of the 10 Desert Strategic and Operational Plans is being planned to enable the investment potential in marketable ‘products’ and ‘services’ to be further defined.
