Background

India has been a significant focus in the first four years of the Australian Water Partnership (AWP). Second only in size to Myanmar, AWP’s India program has comprised 19 Activities with a total value approaching $2.1 million. Strong demand from Indian water agencies for Australian expertise, Australian Government priorities, and opportunity for impact mean that India will continue to be a priority for the second phase of AWP funding.

AWP plans to take a more strategic approach to its investments in India. The development of a second phase of funding provides the opportunity to reflect on the progress and lessons to date to develop a clear and strategic program of work. AWP is therefore developing a Strategic Plan for India that outlines the approach and priorities to be adopted for future investments in the country.

Many AWP partners have significant experience in India through AWP Activities or other initiatives. The partners have a wealth of insights to provide in the development of an AWP India Strategy. The AWP is therefore holding a Partner workshop to seek Partner contributions to the strategy. This India Strategy Working Paper has been developed to inform discussions at the AWP India Strategy workshop to held on the 9 April 2018.

This India Strategy Working Paper aims to provide a snapshot of AWP’s current program in India, the outcomes AWP aims to achieve in India and some of AWP’s current thinking around the direction of future investments. In addition, the paper outlines a set of strategic direction questions to be discussed at the AWP India Strategy Partner Workshop. It draws heavily from concepts and text from India strategy materials provided by DFAT (Russell Rollason) and the AWP commissioned “Towards an India Strategy for the Australian Water Partnership” prepared by Global Change Advisory.
