World Bank funded EOI: Bangladesh Weather and Climate Services Project

Proposal Overview:

Bangladesh Meteorology Department (BMD) has received a World Bank funding of US$ 127 million towards “Bangladesh Weather and Climate Services Project”.  BMD has invited expression of interest from consulting firms for Meteorology Systems and Services Integrator (MSSI). The objective of the consultancy is to provide comprehensive support to BMD towards modernisation of its monitoring network and operations, improvement in weather and extreme weather forecasting, and development of meteorological information products and delivery. The consultant will support BMD through:

  • assessment and design of meteorological systems and services;
  • development of technical documentation including tender documents to support the implementation of the project; and
  • integrating different aspects of meteorological networks, forecasting and services as BMD modernises itself.

Budget: US$ 3.2 million

Scope of Work:

  • Assessment and envisioning leading to a plan, design and specifications
  • Tender preparation for goods, and goods and services in World Bank format ready for final review and release
  • Terms of References for Consultancies required by the project
  • Provide training on several subjects
  • Contract Management, such as preparation of EOIs as needed, involvement in pre-bid meeting, bid evaluation review and contract/ consultancy execution of numerous contracts
  • Provide direct implementation of various programs
  • Serves as advisor to BMD during the entire course of the contract.

Key International Expert’s Positions:

  • Team Leader – Minimum 15 years of experience and Master’s degree in meteorology / atmospheric sciences. PhD preferable
  • Meteorological Observation Systems Expert – Bachelors in Meteorology / atmospheric science with 15 years of experience
  • Numerical Weather Prediction Expert
  • Meteorological Forecast Systems Expert
  • Ocean and Marine Systems and Forecast Expert
  • Weather Radar Expert
  • Early Warning Expert
  • Meteorological and Climate Services Expert
  • ICT Systems Expert

Eligibility Criteria:

The consulting firm should have at least 5 years of experience in the meteorological sector and have experience with the design and implementation of large-scale meteorological modernisation project including development of meteorological observation systems.

List of documents to be submitted with EOI:

  1. Capability documents of the company/organization highlighting expertise related to the above project
  2. Summary of similar projects executed in the past
  3. Short CVs of key resources/experts available with the firm
